Discussion and approval
of EIRAC message Benoît Passard (PB)
What is our message? The only way Europe will be
able to
- cope with the increasing movement of cargo
- lower the burden on the environment
- become more competitive
is to make greater use of all different modes of
transport. This substantial cargo mobility only can
be achieved with combined approach to Road, Rail,
Water & Air Transport. What can be driving force to
change our mindset?
Dr Andrzej Urbanik (AU) remark: I am a “ road
person” with the theory of control background. I
think that new methodological approach to transport
can constitute a driving force to change our minds.
Most of the scientists and practitioners make
distinct borders between road, rail, waterborne and
air transport. If we try to make these borders less
distinct and more fuzzy it will establish a new
combined(integrated, holistic) approach to
transport. The idea is to implement the notion of
intelligent roads, ways, routes allowing for smooth
and on time passenger and cargo flow movement.

How can we make the change happen? Achieving
substantial mobility not forgetting about the money.
It all consists in changing our mindset. Increased
road congestion, greater security problems, poorer
safety records and accelerated global warning do not
have to be inevitable. We can take the contribution.
The 1st step is to develop cross industry plans and
schedules within Europe. We have to develop combined
Road, Rail, Waterborne, Air strategy instead of
following current “silo thinking”. Innovations must
be stimulated and guided.

Themes
4.1. Open IT systems are standardised processes and
interfaces, although clearly regulated – is there
any need to force European wide IT application?
4.2. Why not compressing “IT environment supported
security” and “e-intermodal business transaction
systems”?
4.3. Why not combining “intermodal e-documentation
with“ ”e-intermodal business transaction system”?
4.4. Risk management and network oriented approach
to overcome interoperability bottleneck.
4.5. Reverse logistic (empty boxes, return materials,
etc.)
4.6. Integration of RFID, GPS and Galileo.
4.7. Artificial Intelligence application to terminal
automation
4.8. Intermodal Logistic Quality Code for Trade
Corridors – focus on corridors or would not be
better to push for world-wide quality.
