What is POLLOCO?
POLLOCO stands for Polish Centre of Logistics Competence,
launched as an Accompanying Measure of the 5th Framework
Programme of the European Union, and financed by the
European Commission.
General objective of the project:
The main objective of the project is supporting the
development of intermodal transport infrastructure,
allowing interoperability and facilitating integration
of Candidate Countries (becoming EU Member States as
of the 1st of May, 2004) into the Trans-European Transport
Network. The Centre will do it through:
- Collecting knowledge and competence in the filed
of designing, implementing and functioning of logistics
centres and their networks of various sizes,
- Developing IT solutions supporting activities of
logistics operators, logistics centres and their networks,
particularly in the area of decision support.
POLLOCO – its work plan and main initiatives.
The Institute of Logistics and Warehousing extends
its role as a Centre of Competence in Logistics to cover
not only in Poland but for the whole region of Central
and Eastern Europe.
The project’s outcome is a functioning Polish Centre
of Logistics Competence, with its network of partnerships
and various forms of collaboration among companies,
RTD units and institutions. It supports the development
of logistics initiatives, projects and implementations,
and also sets new directions for the future.
The centre’s activities are being focused on the development
of knowledge and competence in the field of design,
set-up and functioning of logistics centres, as well
as advancement of IT solutions supporting activities
of logistics operators, logistics centres and their
networks.
The abovementioned general objective is realised by
the means of a set of specific goals, such as promotion
of the idea of intermodal logistics centres as a systematic
solution to the problem of underdevelopment of transport
infrastructure; popularisation of the methodology of
construction of the most technologically advanced, highly
efficient and environmentally friendly logistics centres
and terminals; support for the development of tools
for decision-making; development and dissemination of
knowledge related to e-logistics, particularly in the
field of internet-based logistics platforms providing
logistics operators with required information and allowing
making transactions. The project’s end-product will
be offering access to the gathered knowledge to interested
individuals and institutions from the research, business
and government spheres, both at the local and national
level.
To become a real platform of knowledge exchange for
Poland and other pre-accession countries, a POLLOCO
network is being established. Its members are offered
access to knowledge bases created by the Centre. They
are also invited to join a number of events which are
planned in the framework of the project:
- two workshops devoted to problems of transport
intermodality and development of logistics centres
in Poland, namely:
- location planning, assessment of size and functionality
of logistics centres in order to adjust them to
the forecast macro- and micro-economic needs,
and
- perspectives for integration of dispersed infrastructure
resources into virtual logistics centres
- two workshops on practical use of quantitative
methods and tools for decision support:
- application of the meta heuristic methods in
transportation and logistic processes and systems,
- advanced decision support tools for transportation
and logistic.
- a conference on integration of logistics networks
based on intermodal logistics centres in view of the
enlargement of the European Union, combined with LOGISTICS
2004,
- working visits to focused on gaining practical
knowledge of well-functioning logistics solutions
in the EU.
Another vital part of the project is an e-learning system.
In accordance with the POLLOCO work plan, a professional
LMS platform (Learning Space 5.0) has been installed,
together with a video-conferencing studio. Within the
next 3 years, the platform will offer POLLOCO participants
at least 10 courses in various areas of logistics
